Board of Directors

Craig Williams has been a Bastrop County resident since 1968, graduating from Smithville High School in 1978.  He has worked in the oilfield service industry for over 18 years, including positions from Operations Manager to General Manager, and is currently employed as an oilfield chemical and stimulation services salesman, servicing Texas and Louisiana.  He has served his community as a member of the Livestock Show Board of Directors for 10 years and as a member of the Smithville School Board for 15 years, serving as President for over 10 years.  Mr. Williams joined the Aqua WSC board in 2011, to fulfill the unexpired term of Mike Morgan.  Mr. Williams states, “My reason for serving is to ensure Aqua Water continues to provide quality water and services for years to come by working with the current Board of Directors and Aqua employees.”  He and his wife, Suzanne, have been married for 30 years, raising two sons, and reside in the Upton community.

Linda L. Garcia

Linda spent 26 years working for the Federal Government as a financial analyst, and believes any entity needs to be fiscally responsible when managing the expenditure of funds entrusted to their use.  Having grown up in Austin and the associated problems of having enough water for the population, living through water rationing in Okinawa, Japan and strict water conservation laws in Germany, she is well aware of the necessity of managing our precious water resource.  Ms. Garcia takes her duties as a Board Member of Aqua Water Supply Corporation and the conservation of all natural resources very seriously to leave a better environment for our children and grandchildren.  Linda Garcia and her husband, Thomas Knauss, moved to Bastrop County from Stuttgart, Germany in 2017.

David Glass is a lifelong resident of Bastrop County.  He is very involved and has served on a variety of boards throughout the community.  He currently sits on the board of directors for Frontier Bank of Texas and is currently president of the Elgin Economic Development Corporation.  He is past president of the Elgin Chamber of Commerce, a former board member of the Austin Area Research Organization and a former member of the executive advisory board for the Capital Area Boy Scout Council.  Education is very important to Mr. Glass.  He was a vital part in bringing Austin Community College to Elgin and is on the board of directors for the ACC Foundation, as well as being past president for the Elgin Education Foundation.  Mr. Glass is a local business owner.  He owns Elgin General Store and Rockdale General Store.  He is also the owner of Silverado Business Systems, a national software company for feed stores.  Mr. Glass joined the Aqua WSC Board in 2012 to fulfill the unexpired term of Ernest Bracewell.  He and his wife Kathie reside in Elgin.  They have four children and one grandchild.

Mark McArthur is a veterinary pathologist working in research for an academic cancer center for the last fourteen years, first at the Bastrop Campus, then since October 2013 on the main Campus in Houston.  He has been married to his wife Frances for over 39 years.  They have raised 5 children and currently have 8 grandchildren.  After many years of dreaming of settling in the Lost Pines area, Mark and Frances moved to Paige and purchased some land to run a few cows and raise some chickens in 2003.  Mark joined the board in December 2016 with the intended purpose of ensuring that the area citizens who rely on Aqua Water Supply Corporation for their drinking water would continue to be able to rely on a steady and safe source of water for their personal and business needs.  It is his belief that service to his fellow man is the highest calling open to man.

Earl W. Steinbach attended The University of Texas at Austin, has served in the banking industry for thirty plus years and served as a Director for First State Bank from 1993 until September, 2012. He has served on the Aqua Water Supply Corporation Board of Directors since 2001, serving as Vice President since 2009. Mr. Steinbach states, “My reason for serving is to protect our water resources for present and future generations.” Mr. Steinbach and his wife, Pamela, own a farm and ranch in eastern Bastrop County and operate a cow/calf business.

Barry Barker grew up in Elgin and has lived in Bastrop County for most of his life. He graduated from TCU in 1993. Mr. Barker has been a business owner in Elgin for 23 years and currently owns and operates Post Oak Hardware. For ­­­22 of those years he ran a company that installed both business and residential irrigation systems and, as a licensed irrigator, takes a keen interest in the efficient use and quality of the water provided to the community. Mr. Barker states, “My goal in serving on the board is to help Aqua WSC provide the highest quality drinking water as effectively and efficiently as possible.”  He has three grown children and four grandchildren.

Pam is a Keller Williams Realtor and co-owner of ACHS, Inc. based in Elgin, TX. She has lived in Bastrop county for over 35 years and has raised five children with her husband, James. While raising her children, Pam has been very involved in her community, serving as President of Project Celebration multiple years, as an officer of the Neidig Elementary PTA, and in her church. In her early career, Pam worked for the Deputy Commissioner of the Texas Education Agency and for the Assistant Commissioner of Finance at Elgin ISD. Through these experiences, Pam gained an appreciation for caring for her community and is passionate about serving those around her. Mrs. Harkins states, “my reason for serving on the Aqua Water Supply Board of Directors is to help provide quality water to customers at an affordable price and bring more awareness to the importance of water rights.”

William “Bill” Tomsu graduated with a degree in Business Management at St. Edwards University in Austin, Texas. He owned and operated Tomsu Cleaners in Bastrop from 1987 until his retirement in 2005. Mr. Tomsu has served two terms on the Bastrop Independent School District Board of Directors and is a past member of the Board of Directors of the Bastrop Chamber of Commerce. He currently serves as a member of the Board of Directors for the Bastrop Area Livestock Show and has served as a member of the Board of Directors of Aqua Water Supply Corporation since 2001. Mr. Tomsu states, “My goal is to protect Bastrop area water for Aqua customers while ensuring quality water at the lowest rates.” Mr. Tomsu and his wife, Patty, reside in Bastrop County, Texas.

Howard McCall has been the owner of a successful construction business, MASCON INC., for 46 years. He and his wife have been married for 47 years and have 4 children. They started their business in Odessa, Texas, but moved to Austin in 1983 and then to Lockhart in 1998. After moving to Lockhart, the business began to specialize in roofing. He plans to soon retire and enjoy hobbies with which a full-time job interferes. He raises Dexter cattle, enjoys making projects with his CNC router, archery tournaments, hunting, and most of all spending time with family and enjoying his seven grandchildren.
He has served on several boards of religious, non-profit organizations. In 2013, he began serving on the Polonia Water Supply Corporation board. He was serving on that board as vice president until Aqua Water Supply Corporation acquired Polonia Water Supply Corporation. He was then appointed to the Aqua WSC board where he continues to have the privilege of being involved in serving his community by being a part of the group of individuals that oversees the current needs of our water system and plans and prepares for future water needs of our fast-growing community.
